Northern Provincial Election Day Statement by PAFFREL

The polls for the provincial council elections in the Central, North Western and Northern provinces closed at 4 pm today and were generally peaceful.  Polling took place in eight electoral districts in the three provinces based on the 2012 electoral register in which a total of 4,328,263 voters were eligible to exercise their franchise.   These elections were significant due to the Northern Provincial Council elections being held for the first time and being subjected to national and international scrutiny.  There was considerable enthusiasm to be seen amongst voters in the North, which is an encouraging sign of the progressive restoration of democratic spirit amongst the people in post-war Sri Lanka.

 On Election Day, PAFFREL deployed 3500 stationary observers, 750 mobile observers, and 8 international observers from the Asian Network for Free Elections (ANFREL).  In addition our observation teams were supported by nearly 50 lawyers who volunteered their services on the day of elections.  The election observing process was supported by 116 divisional coordinators at divisional secretariat level.

PAFFREL received a total of 106 complaints on Election Day of which 40 complaints were from the Central Province, 32 complaints from the North Western Province and 34 complaints from the Northern Province.  Some of these complaints have yet to be verified, and our findings will be included in our final report.   Violations reported to us included an incident in which there was shooting in the air and assault of political rivals in Kandy and the burning of an opposition polling agent’s house in Mullaitivu.  

Altogether, there were pre-polls 495 complaints of which 117 were about violence and threats of violence.    There were also attacks on party campaign offices. There were 36 assaults which led to the hospitalization of 43 individuals.  Intra party violence was common.   The Northern Province was relatively free from violence, though not from intimidation.   There were 90 complaints of misuse of state resources and 244 complaints of other violations of election laws.

Among the complaints that PAFFREL was able to verify, the most serious in terms of their impact on the democratic process were the incidents in the Northern Province.  Our observers received several complaints of incidents of military personnel getting involved in the election process.   The complaints included the military campaigning for a few selected candidates in a few selected areas, advising voters


for whom to vote and not vote, and an attack on the residence of a prominent opposition TNA candidate on the night before the elections.  One of PAFFREL’s volunteers, a lawyer attached to one of our five Complaints Units in the Northern Province, who rushed to the scene was assaulted and had to be hospitalized.

PAFFREL’s international observers noted prior to the election that, “The direct participation of the military remains the most contentious concern of the public, the opposition parties/candidates as well as civil society organizations including members of the clergy.”    However, the northern army commander denied any involvement of the military in the on-going election when our international observers sought clarification from him on the matter.   A senior police officer in the Northern Province accused the TNA and Tamil media of spreading stories to our international observers.

On the day of the election there were further serious violations of election law when small groups of military personnel in civilian attire congregated outside polling stations which had an intimidating impact on onlookers and voters alike.  When our observers asked them what they were doing, they said there were observing the polling in order to preserve the peace.  Another violation reported to us by our observers was the repeated broadcast by a local television station claiming, falsely, that a TNA candidate had crossed over and joined the government alliance.  We also condemn the physical attack on the election observers of another organization by members of the ruling alliance.

In all three provinces, there was blatant abuse of governmental resources of campaigning, including government staff officers, their offices and vehicles. On positive side, we wish to commend the Election Commissioner who tried his best in the circumstances to do whatever was in his capacity, but he lacked the wherewithal to ensure the necessary outcome.  We also acknowledge that some senior members of the government and party leaders, as well as many police officers, made sincere attempts to control the abuse of election laws.  Their failure points to the need for institutional reform, and a change in the political culture which PAFFREL is committed to work towards.  

We also call on the government to investigate the specific attacks on candidates and election observers that took place during the course of the election.

Mari Efektifkan Pemantauan!

Setiap kali datang ke satu daerah untuk berdiskusi, saya selalu bertemu dengan peserta diskusi yang mengaku berasal dari lembaga pemantau pemilu. Nama lembaga yang disebut bukan saja KIPP, Forum Rektor, atau Unfrel - lembaga-lembaga pemantau pemilu yang paling beken - namun juga nama-nama baru yang asing bagi saya.

Every time I am invited to be speaker in a seminar in a certain place, I always meet discussion participants who come from election observation organization. The names of the organization were not only KIPP, Forum Rektor or Unfrel – famous and familiar names related on election monitoring organization – but new names for me.

Rupanya, sangat banyak lembaga pemantau pemilu yang berdiri di mana-mana dan sebagian besar di antaranya berskala lokal, memfokuskan diri pada kegiatan pemantauan di tingkat lokal. Saya menduga jumlah lembaga pemantau yang berdiri menjelang Pemilu 1999 lebih banyak dibandingkan dengan jumlah partai politik peserta pemilu, atau setidak-tidaknya hampir sama banyak.





Seems, there were so many election monitoring organization grew everywhere and most of them were local, focused on local level observation. I assumed that the election monitoring organization were more than political parties who run for elections or at least almost the same. (Note: political parties who contested in election 1999 were 48.)

Maraknya lembaga pemantau pemilu itu merupakan sebuah gejala positif yang amat menggembirakan, baik lantaran alasan pengalaman negara lain maupun karena pertimbangan keharusan normatif demokrasi.


The growing number of election monitoring organization was a positive sign because of experience of other countries and because it is a normative rule of democracy. 

Dalam pengalaman banyak negara, kegiatan pemantauan telah menjadi salah satu pendorong peningkatan kualitas pemilu. Setidaknya itulah yang digambarkan dengan gamblang oleh buku Membuat Setiap Suara Punya Arti: Pemantauan Pemilihan Umum di Asia yang diterbitkan oleh Lembaga Studi dan Advokasi Masyarakat, ELSAM (1997).


According to other countries experience, election observation is one tool to enhance the quality of election. This was the summary from the book Membuat Setiap Suara Punya Arti: Pemantauan Pemilihan Umum di Asia yang diterbitkan oleh Lembaga Studi dan Advokasi Masyarakat, ELSAM (1997). Note : The book was translation from ‘Making Every Vote Count: Domestic Election Monitoring in Asia, NDI and NAMFREL (1996).

Pemantauan pemilu telah menjadikan pemilu di Bangladesh (1991), Filipina (1993), Korea Selatan (1993), dan Sri Lanka (1994) mengalami peningkatan kualitas yang bermakna, sekalipun cacat politik masih terjadi di sana-sini. Tentu saja orang masih ingat bahwa di balik penjungkiran Marcos di Filipina (1986) ada sumbangan yang sangat besar dari Namfrel, sebuah lembaga pemantau pemilu independen.


Election observation made the elections in Bangladesh (1991), The Philippines (1993), South Korea (1993), and Sri Lanka (1994) improved its quality, though the elections flawed everywhere. Of course, ever body still remembered, NAMFREL as an independent election monitoring organization, was behind the lost of Marcos.


Secara normatif, pemantauan pemilu bukan saja sesuatu yang penting melainkan harus. Pemilu yang demokratis sangat tidak mungkin bisa berjalan di satu negara yang masih tertatih-tatih mempelajari demokrasi tanpa adanya pemantauan atas seluruh prosesi pemilu. Boleh jadi hanya negara-negara yang sudah mapan tingkat demokrasinya saja - seperti Finlandia yang Pemilu Parlemennya (21 Maret 1999) sempat saya lihat langsung - yang tidak membutuhkan institusi dan kegiatan pemantau pemilu.

As normative principle, election observation is not only important but a must. It is not possible to have a democratic election without election observation in a learning-democratic country like Indonesia. In an established democratic country like Finland, I myself attended its Parliamentary Election on 21st March 1999, they need neither any election observation institution nor the activities.    

Bahkan menurut Guy S. Goodwin-Gill dalam Free and Fair Election: International Law and Practices(1994) - sekarang (1999) sudah diterjemahkan ke bahasa Indonesia dan diterbitkan oleh PIRAC dan The Asia Foundation -  pada hakikatnya semua negara tanpa kecuali harus menjamin transparansi seluruh proses pemilu melalui antara lain pemantau pemilu.

Guy S. Goodwin-Gill in Free and Fair Election: International Law and Practices(1994) – translated into Indonesian language by PIRAC and The Asia Foundation mentioned, every country should guarantee the transparency of the whole election process, one of them through election observers. 

Atas pertimbangan pengalaman empirik dan keharusan normatif itulah kehadiran dan kiprah lembaga-lembaga pemantau dalam Pemilu 1999 layak disambut gembira. Apalagi, inilah untuk pertama kalinya sepanjang sejarah Indonesia merdeka, pemantauan pemilu menjadi bagian dari prosesi pemilu.

Based on empirical experience and the normative principle, the existence of election monitoring organizations in election 1999 should be appreciated and welcomed. This is the first time in Indonesia history that election observation is part of election process. 

Sebetulnya pada Pemilu 1997 juga sudah ada kegiatan pemantauan oleh KIPP, namun skala pemantauannya sangat terbatas dan kegiatannya sendiri ditolak sebagai bagian yang resmi dan sah dari Pemilu 1997. Bahkan waktu itu Orde Baru dengan terburu-buru mengeluarkan UU Statistik yang seolah-olah tidak berkait langsung dengan kegiatan pemilu namun memiliki substansi pengekangan atas "perhitungan kaki lima" - yakni pendataan alternatif dan independen yang tidak dilakukan oleh lembaga resmi pemerintah - atas banyak hal yang bersifat resmi. Dan pemilu tentu saja dengan mudah masuk ke dalam kategori terakhir ini.

Actually in 1997, KIPP already did election observation, though the scope of observation was very limited and this activity was denied as part of election 1997. Even the New Order Regime launched Law on Statistics. This Law seems has no direct link with election activity, but its spirit to restraint a kind of “street survey” – alternative and independent way of data collecting.      

Saat ini, di tengah proses Pemilu 1999 yang sudah berjalan semenjak tahun lalu, kendala bagi pemantauan pemilu tidak lagi datang dari level perundang-undangan. UU No 3/1999 tentang Pemilu telah mengakomodasi lembaga dan kegiatan pemantauan sebagai bagian yang sah dari Pemilu 1999. Namun demikian, tidak ada jaminan bahwa kegiatan pemantauan akan berjalan secara efektif dalam Pemilu 1999. Saya memiliki beberapa argumen di balik pernyataan yang kelihatannya pesimistik ini.

For election 1999, there are no more obstacles for election observation. The Law 3/1999 on Election mentions that election observation and its institution are parts of election. However, there is no guarantee that the observation will work effectively in election 1999. I have some arguments for that.

Pertama, wilayah pemilihan yang luas dan jumlah pemilih yang sangat besar akan membuat kegiatan pemantauan pemilu sulit menjangkau seluruh wilayah. Eefektivitas pemantauan pemilu akan terkendala secara geografis. Makin ke pelosok kegiatan pemantauan yang efektif semakin sulit dilakukan; padahal kantong-kantong pelanggaran yang paling besar bukanlah di perkotaan melainkan di pelosok-pelosok desa.

First, it is difficult to observe the whole Indonesia due to geographic, because of broad and wide constituencies and big number of voters. The more remote an area, the more difficult the observation. And the most frauds happened in remote areas like villages than in cities or suburb.   

Kedua, lembaga-lembaga pemantau pemilu melakukan aktivitasnya secara sangat terlambat. Ini tentu bukan semata kekeliruan mereka mengingat keterlambatan itu banyak dilatari sangat terlambatnya kucuran bantuan dana untuk mereka. Keterlambatan ini berpengaruh secara signifikan terhadap efektivitas pemantauan. Ketika prosesi Pemilu 1999 sudah masuk ke tahap pendaftaran pemilih, lembaga-lembaga pemantau baru saja memulai pelatihan-pelatihan tingkat elementer untuk para relawannya.


Second, most of the election observation organizations were late to conduct their activities. It was not their own mistakes, but it was caused by the late of funds they got. And it related significantly into the effectively observation. While election process passed some steps, the organizations just started to train their volunteers.

Bahkan ketika pendaftaran calon anggota parlemen sudah usai nanti pada awal Mei, mereka masih tetap sibuk oleh pelatihan dan konsolidasi yang sangat awal. Boleh jadi baru pada pertengahan masa kampanye, lembaga-lembaga pemantau akan siap melakukan aktivitas pemantauan secara efektif. Dan pada tahap pemungutan suara mereka baru benar-benar siap.


E.g. the registration of parliamentary candidates would be already finished in the beginning of May, the organizations were still be busy with trainings and consolidation. It was possible that they would be ready to conduct their observation activities just in the middle of campaign period and on election day. 

Ketiga, efektivitas pemantauan juga potensial terkendala oleh banyaknya lembaga pemantau yang melakukan kegiatan pemantauan namun dengan koordinasi yang minim. Sebagian besar dari lembaga-lembaga pemantau itu tidak memperoleh kucuran dana yang cukup -- bahkan beberapa di antaranya tidak memperoleh sama sekali -- yang memungkinkan mereka melakukan kegiatan sejalan dengan standar pemantauan yang lazim digunakan secara internasional.


Third, some of the organizations had minimum coordination. Most of them were lack of funds, some of them didn’t have fund at all to conduct proper observation according to international standards.  


Pada saat yang sama komunikasi antarlembaga pemantau sangat sulit dilakukan dengan menjangkau seluruh lembaga pemantau yang ada. Selain itu, ada juga lembaga-lembaga pemantau yang berindikasi tidak bersedia melalui prosedur pendaftaran atau akreditasi ke KPU. Maka makin banyaklah kemungkinan ketidaksinkronan koordinasi atau setidaknya komunikasi lintaslembaga pemantau. Ini bisa mengurangi kredibilitas hasil dan efektivitas pemantauan.

At the same time, some of those organizations do not want to register themselves to have accreditation to the KPU (Election Commission Office). There is not synchronized coordination or at least not enough communication among election observation organizations. It can lessen the credibility of election observation result and effectiveness.  

Keempat, kegiatan dan lembaga pemantauan masih mungkin terkekang oleh aturan operasional yang telah dibuat KPU (Keputusan No 12/1999 tentang Lembaga Pemantau Pemilihan Umum dan Tata Cara Pemantauan Pemilihan Umum - untuk mudahnya saya sebut K-12). Keputusan ini mengidap sejumlah persoalan serius yang bisa mengganggu efektivitas pemantauan Pemilu 1999.


Fourth, the election observation organizations and its activity still face barriers of KPU regulation, Regulation Nr. 12/1999 on election observation organizations and Code of Conduct of Election Observers. Here I will short the regulation as K-12. This regulation has some serious problems that restrain the election observation.     

Ketika mengatur tentang hak lembaga pemantau (Pasal 3), K-12 tidak mencantumkan sebuah hak yang sangat fundamental: mempublikasikan hasil-hasil pemantauan secara independen dan bertanggungjawab. Sebaliknya, menurut aturan tentang kewajiban, pemantau harus melaporkan hasil pemantauannya ke KPU -- melalui berbagai tingkat kepanitiaan pemilu -- sebelum pengumuman hasil perolehan suara (Pasal 4 ayat 4).


K-12 does not mention a basic fundamental right of election observation organization (Article 3) : to publish the observation results independently with responsibility. In the opposite, the organizations should report its observation into KPU before the tallying result announced (Article 4 (4)).

K-12 juga mengatur adanya hak memperoleh pelindungan dari pemerintah bagi pemantau pemilu (Pasal 3 ayat 3) namun menegaskan bahwa setiap musibah -- tanpa penjelasan apa pun tentang apa yang dimaksud musibah ini -- menjadi tanggung jawab pemantau sendiri (Pasal 7 ayat 2).


K-12 mentioned that observers have rights to have protection from the government (Article 3 (3)), however, any accident, no further explanation for the type of accident, should be observers’ own risks. (Article 7 (2).

Selain itu, K-12 menyebutkan beberapa istilah - jangan lupa ketika ia dipakai dalam sebuah Keputusan maka istilah sudah memiliki konsekuensi politik dan hukum - yang "berbahaya" karena tidak diklarifikasi. Beberapa di antaranya dalam larangan (Pasal 5) untuk melakukan "provokasi" (ayat 1), dan "mengganggu" (ayat 2 dan 5) jalannya pemilu. Munculnya larangan "mengganggu" sampai dua kali bahkan mengesankan bahwa K-12 dibuat dengan asumsi pemantau pemilu adalah "pengganggu potensial" -- sebagaimana dulu Orde Baru mendefinisikannya.


K-12 is a product of law, it means this regulation has punishment impacts. Some article mention some terms that their meaning can be “dangerous” because they are no further clearly clarified. Some of them are “the observers are prohibited (article 5) “to provoke” (art. 5 (1)), and “to disturb” the election process, even it is mentioned two times. It seems that K-12 assumed that election observers are ‘potential intruders’, as similar as the assumption of The New Order Regime.

Dengan mencermati K-12 beserta lampirannya saya juga menangkap kesan bahwa pertanggungjawaban pemantau lebih banyak dibebankan secara individual ke para "pemohon kegiatan pemantauan", bukan ke lembaga secara individual, yakni dengan mengetahui hak-haknya secara persis lalu melakukan perlawanan ketika haknya dilanggar.

When I observed K-12 with its attachment, I got impression that the observers have more responsibility than its organization. It means, that any observer should know his or her rights precisely and then to fight, once his or her rights are violated.   

Inilah benteng terakhir pemantauan pemilu yang boleh jadi justru lebih efektif mendorong Pemilu 1999 menjadi lebih jurdil dan demokratis. Maka inilah salah satu kampanye yang sangat perlu kita suarakan secara keras dan terus menerus: Mari Efektifkan Pemantauan!

This is the strongest reason to campaign and conduct election observation in making election 1999 be free and democratic. Let’s observe election!!!

Bagaimana memilih TPS untuk dipantau?

Bagi pemantau pemula dan lokal, TPS yang paling ideal untuk dipantau adalah TPS yang dekat di rumahnya. Dekat dari rumah berarti hemat biaya,  cukup berjalan kaki saja dari rumah ke TPS tersebut. Kedua, pemantau sudah kenal dengan petugas TPS di daerah tersebut sehingga kemungkinan tidak ada penolakan. 

For local and beginner observers, the ideal poll station to be observed is the closest poll station from their house. They need not any kind of transport, just walk. Secondly, observers know all the poll officers, which is their own neighbors. So the possibility to be denied to enter the poll station is zero.

Kadang-kadang ada juga, lho, KPPS yang menolak pemantau. Walaupun saya belum pernah ditolak,  bahkan selalu disambut ramah sampai disediakan makanan dan minuman segala (saya menolaknya dengan cara halus), baik di Jakarta, di luar Jakarta sampai di luar negeri meski di daerah pasca konflik. Tentu ini tergantung dari sikap dan pendekatan kita kepada mereka. 

Even though seldom, but it sometimes happened that poll officers deny an observer. However, I never have experience that. Mostly they welcomed me and even provided me food and some drinks (I denied this politely), in Jakarta, outside Jakarta, even abroad. I think it depends on our appearance, attitude and approach to them. 

Ketiga, pemantau mengenal daerah tersebut, sehingga bisa mendeteksi pelanggaran pemilu yang mungkin terjadi tanpa perlu terlalu bersusah payah. Misalnya pemilih ganda, politik uang, dan sebagainya. Keempat, pemantau tetap dapat melaksanakan hak politiknya, yaitu memberikan suara di TPS tersebut. Pemantau memang harus netral, tapi bukan berarti menjadi tidak boleh memilih atau golput. Kecuali kalau memang itu sudah pilihan hatinya untuk tidak memilih.

Third, observers know they own area well, so they can detect electoral frauds easier. The possible frauds are multiple voting, money politics, etc. Fourth, observers can still exercise their political rights to cast a vote in that election. Observers should be neutral and impartial, but it doesn't mean that observer can't or may not cast a vote, except it is their own choice not to cast a vote. 

Untuk pemantau yang sudah berpengalaman, pemantau pemilu internasional, dan pemantau yang bertugas sebagai pengumpul data, bekerja sebagai mobile observer. Pemantau pengumpul data  harus berkeliling ke TPS-TPS di mana station observer berada untuk mengumpulkan data dan juga untuk hal-hal lain terkait pelaporan. Mereka harus cermat memilih  TPS yang akan dipantau, sehingga tujuan pemantauan pemilu yaitu untuk mengetahui situasi secara keseluruhan bisa tercapai. Sebagai pemantau yang sudah memiliki jam terbang yang sudah cukup lumayan, dan sebagai pemantau internasional, saya akan berbagi pengalaman sebagai mobile observer.

Experience observers, international observers and observers whose task collecting data from station observers in polling stations work as mobile observers. They have to be careful and with fully consideration when they pick up polling stations to be observed in order to achieve the goal of election observation. As an experienced observer (I still learn) and as an international observer I would like to share my experience as mobile observer.

Pertama-tama, pemantau harus memiliki data TPS di daerah yang akan dipantau. Jika team core tidak menyediakan, pemantau harus mendapatkannya dengan meminta kepada KPU atau KPUD setempat. 

At first, observers should have polling station list of their respective Area of Responsibilities. If Team Core doesn't afford it, observers can go to local election office and ask for that. 

Setelah itu barulah memilah-milah TPS mana yang akan dipantau pada hari pemungutan suara. Lakukan ini beberapa hari sebelumnya. Perhitungkan waktu buka dan tutup TPS. Usahakan, kita berada di TPS sebelum TPS buka, untuk melihat persiapan pembukaan, menyaksikan pembukaan dan mengamati suasana di awal pemungutan suara. 

Next, choose which polling stations will be observed. Do this a couple days before election day. Be aware of opening and closing voting time. We have to be in the first poll station before opening to see the preparation of poll officers, "the opening ceremony" and the atmosphere of opening.

Perhatikan jarak dan waktu antara satu TPS dan TPS berikutnya. Kita harus mengusahakan bahwa kita berada di sebuah TPS sebelum penutupan, sehingga kita bisa menyaksikan suasana menjelang penutupan, proses penutupan dan kalau bisa penghitungan. 

We have to take a note, the distance of the next poll station (sequence) and how long the trip to each poll station. We have to be in the last poll station before the closing, to see the atmosphere of closing, closing ceremony and if it possible counting process.

Catatan : tidak semua negara memungkinkan penghitungan di TPS tersebut, tetapi harus dikumpulkan di suatu tempat, misalnya Sri Lanka. Silahkan lihat artikel saya mengenai penghitungan suara di Sri Lanka di dalam blog ini juga.

Media massa biasanya meliput TPS di mana kandidat utama bertempat tinggal. Tetapi saya tidak tertarik untuk memilih TPS seperti ini, karena potensi pelanggaran sangat rendah karena sudah banyak yang memantau. Pengecualian ketika memantau pemilu parlemen Afghanistan 2010. Tim saya mengunjungi sebuah sekolah yang besar sekali yang memiliki beberapa TPS untuk pria dan beberapa TPS untuk wanita. Lokasi sekolah tersebut adalah di daerah utama di ibukota provinsi itu. Jadi sejumlah kandidat utama, baik pria dan wanita akan memberikan suara di tempat tersebut. Tim saya menduga akan ada pelanggaran, khususnya kekerasan antar pendukung. Dan itu memang terjadi satu jam setelah pembukaan.

Media is usually interested to cover the polling station where (main) candidate will cast a vote. However, I am not interested to choose that polling station, because electoral frauds will be low or perhaps there is nothing happened, because so many people observe that poll station. One exception was when I observed Afghanistan Parliamentary Election 2010. 

My team visited a big school in Puli Khumri that had several poll stations for male, and several poll stations for female. That school was located in main and important area in that capital, where some main and influenced candidates both male and female live and cast a vote. We predicted that would be electoral frauds or at least violence or conflict among supporters. And it happened 1 hour after opening.

Pada pemilu gubernur Jakarta 2012, putaran pertama, saya memulai dari TPS tempat saya memilih di Jakarta Barat, lalu ke beberapa TPS di sekitar rumah lalu menuju daerah Jakarta Selatan. Tadinya saya mau memantau juga di daerah Jakarta Pusat, tapi ternyata waktunya tidak cukup. Padahal rencana saya memantau di 3 kotamadya di Jakarta. Jakarta memiliki 5 kotamadya dan 1 kabupaten. Sehingga cukup terwakili. 

At Jakarta Gubernatorial election 2012, First Round, I planned to start from my own polling station in West Jakarta, then I will cover some polling station in Central Jakarta and ended in South Jakarta, where my office located. I would give a report for observation.  

Nama saya sekeluarga (5 orang) ternyata tidak tercantum sebagai pemilih di TPS tersebut, sehingga saya harus melapor ke kelurahan. Hal ini cukup membuat saya murka, selain kehilangan waktu yang cukup berharga di hari pemungutan suara yaitu kehilangan waktu untuk memantau beberapa TPS di rencana awal, juga karena nama saya sekeluarga sudah ada di DP4, jadi harusnya otomatis nama saya sekeluarga tercantum di DPS dan DPT. Lagipula keluarga saya tinggal di daerah Kedoya sudah lebih dari 20 tahun. Mengenai hal ini akan saya tulis dalam artikel yang lain. 

However, may name and my family member (5 persons) were not on the voter list. So I have to complain to Kelurahan (sub-district office). This made me so angry, because we live there more than 20 years and our names were already on DP4, so it should be automatically on DPS and DPT, except if that the voter registration officer deleted our names, and he did it, allegedly with purpose !!!! I will write about it in another post. This wasted my precious time on election day and changed my plan.

Pemilu gubernur putaran kedua, saya memulai pemantauan di TPS dekat rumah saya di Kedoya Selatan, kali ini saya memiliki hak suara. (Catatan: Petugas pendaftarannya ketakutan setelah tahu saya pemantau pemilu dan kenal banyak pihak di kepemiluan). Lalu, saya memantau di daerah sekitar. Saya memilih dua kelurahan yaitu Kedoya Selatan dan kedoya Utara. TPS terakhir yang saya pilih terletak di kompleks Sunrise Garden. TPS ini merupakan polling center karena dalam satu lokasi TPS tersebut terdapat sekaligus 6 TPS. 

On the second Round of Jakarta Gubernatorial Election, I started from my own poll station again. This time, my name and my family were on the list. (Note: the voter registration officer was afraid after he found out that I am election observer and I know many people in election field, his superior as well). I chose to observer poll stations that located in 2 sub districts, Kedoya Selatan and Kedoya Utara. The last polling stations or polling center I visited located in Sunrise Garden Complex. It was called Polling center because in that location there were 6 polling stations.   

Hal yang menarik lainnya adalah lokasi tersebut adalah lokasi keturunan orang Chinese. Hal ini menarik, bukan karena masalah SARA, ya, tetapi untuk melihat partisipasi masyarakat Chinese dalam pemilukada. Selama ini, masyarakat Chinese tidak atau kurang tertarik untuk mengikuti masalah politik, tetapi dalam pemilukada kali ini, terlihat gairah yang cukup tinggi untuk datang ke TPS dan memberikan suara. Sebagai pemantau pemilu, kita harus memperhatikan point ini ketika menentukan TPS yang akan dipantau. Kita memilih TPS dengan etnis, sosial politik, agama dan sebagainya yang berbeda. Sekali lagi, ini bukan masalah SARA, tapi keragaman dan ketidakberpihakan.

What interesting is that most inhabitants of that complex are Chinese. I don't talk about SARA (Suku (Ethinicity), Agama (Religion), Ras (Race) and Aliran (Faith)), but to see the participation of Chinese in this local election. 

Usually Chinese is not interested in politics, but this time they showed high enthusiasm. As an observer, we have to be aware and care about this point when we choose the polling station we will observe. It's better to choose poll stations with different ethnic, social politics, religions etc. We can have a whole picture and show our impartiality.      

Di Afghanistan, point pertama yang tim saya perhatikan adalah faktor keamanan. Pihak keamanan baik dari ISAF maupun keamanan lokal hanya mengizinkan kami bergerak di ibukota provinsi Baghlan saja yaitu Puli Khumri. Kedua, kami hanya bisa keluar dari Guest House kami setelah matahari terbit dan harus berada  kembali di Guest House tersebut sebelum matahari terbit. Karena Afghanistan tidak memiliki listrik untuk menerangi jalan raya. 

In Afghanistan, the first priority of my team was security. ISAF and local security allowed us to move only inside Puli Khumri, the capital. Secondly, we could go out  after the sun shone and should be in guest house before dark. Because Puli Khumri had not enough electricity for the streets.    

Jadi kami memilih dua TPS terdekat dari Guest House kami sebagai start point dan end point TPS yang kami pantau. Sisanya, adalah Polling Centre yang memiliki beberapa polling station (TPS) dan cukup menarik. Betul juga, karena setelah penutupan dan penghitungan suara selesai, kami bisa berjalan kaki karena cukup dekat dari Guest House kami, meski kami jalan tersaruk-saruk karena kondisi jalan yang tidak bagus dan tidak ada penerangan jalan. 

We chose 2 closest poll stations from our guest house as start point and end point. The rest were some poll centers. And that plan worked well, because after closing and counting, we just walked back to our guest house, though we walked  with dragging feet, because of street condition. But it's okay, we were safe back home.    

Di Thailand, saya ditempatkan di 4 provinsi di selatan Thailand yaitu Songkhla, Patthalung, Trang dan Satun. Saya merencanakan untuk memantau perbatasan di beberapa provinsi sehingga bisa memantau sekaligus beberapa provinsi. Tetapi distrik yang menarik untuk dipantau karena isu keamanan adalah 3 distrik di Songkhla yang berbatasan dengan provinsi Pattani. Lokasinya cukup jauh dari hotel kami di kota Hat Yai sekitar 1 jam. 

In Thailand, it was single team or just I myself was deployed in 4 provinces in southern Thailand: Songkhla, Patthalung, Trang and Satun. I would like to observe the border  of the provinces, so I could observe some provinces on E-Day. But, the interesting districts to observe were actually 3 districts 1 hour from our hotel in Hat Yai and bordered with Pattani. Pattani is known for insurgency in high level.         

Satun dan Trang cukup menarik untuk dipantau. Satun merupakan provinsi yang mbalelo dan nyleneh dari pola politik Thailand Selatan. Thailand selatan merupakan basis utama Partai Demokrat, tetapi Satun selalu tampil beda, karena mereka selalu menginginkan perubahan. Singkatnya, mereka adalah massa mengambang. 

Satun and Trang are also good to be observed. Satun is a 'naughty' province, because Satun always shows something different from other provinces in southern Thailand. Southern Thailand is stronghold of Democrat Party (Prachatiphat), but Satun people are swinging voters.      

Trang merupakan provinsi tempat Mr. Chuan Leck Pai, mantan PM Thailand dan sekarang penasehat Partai Demokrat. Patthalung tidak menarik untuk dipantau, karena adem-adem saja. Tetapi masalahnya, penterjemah saya berasal dari Patthalung, lokasi desanya di tengah provinsi pula, kalau di pinggir atau perbatasan dengan provinsi lain, saya bisa memantau provinsi lain pula. Sebagai pemantau pemilu internasional kita harus menghormati hak politik tim kita termasuk penterjemah, supir bahkan pengawal keamanan kita (jika ada). Tanyalah kepada mereka, jauh-jauh hari, di mana mereka akan memberikan suara. 

Trang is a province where Mr. Chuan Leck Pai, ex PM Thailand and now advisor of Democrat Party, live and grown up. Pathalung is just a quiet province. But my interpreter came from that province, and her village was in the middle. If her village was in border, I still could cover other part of border area. As international election observer, we have to respect the political rights of our member team such as interpreter, driver and security guards, if we have. Ask them, where they want to exercise their rights.

Jadi saya menyusun TPS yang akan dipantau sebagai berikut : TPS di distrik Chana, Nathawi dan Thepa di prov. Songkhla, lalu menyusuri Hat Yai (beda distrik), lalu ke Phatthalung (2 distrik). Ringkasnya, saya merencanakan memantau 2 provinsi dan beberapa distrik. 

So my plan was to visit and observe polling stations in 3 district of Songkhla: District Chana, Nathawi and Thepa. And then when I went through Hat Yai (different districts) and then to Patthalung (2 districts). In short, I observed 2 provinces (out of 4) and some districts.  

Di Sri Lanka, tim kami memantau beberapa TPS berdasarkan lokasi etnik. Jadi tim kami  memantau di daerah yang merupakan wilayah etnis Islam, yaitu Kattankuddy yang diisukan akan terjadi pelanggaran besar-besaran. Begitu sampai di sana, polisi sudah berjaga-jaga di hampir semua TPS, bahkan kami tidak bisa masuk. Lalu kami ke TPS dengan etnis campuran, lalu ke TPS dengan etnis Tamil Hindu. Cukup menarik, karena gairah dan atmosfir pemilih berbeda-beda di setiap TPS tersebut. 

In Sri Lanka, my team observed some poll stations according to the ethnic location. We went to Kattankudy, Islam population area, which rumors that would be big electoral frauds. When we arrived there, police officers were every where, even we could not enter poll station to observe. Then we went to area, where many ethnics live: Singhalese, Tamil and Islam.  Next we went to Hindu Tamil area. It is interesting to see because the enthusiasm and atmosphere are different each other.

Duration Time of Deployment of Observer

Masih terkait dengan keinginan seorang teman yang ingin magang di KIPP Indonesia sebagai pekerja demokrasi dan pemantau pemilu internasional. Dia menanyakan, seberapa lama sebaiknya dia berada di Indonesia. 

This article still relates with the inquiry of my colleague who wants to do internship in KIPP Indonesia. She asked when she can come or start working and for how long.

Pada intinya, sebenarnya tergantung dirinya sendiri, waktu dan kemampuan finansialnya. Karena dalam magang ini, dia tidak dibayar, dan sebaliknya segala sesuatunya harus ditanggung sendiri. Tetapi, dia percaya dengan saya dan organisasi saya yang sudah berpengalaman memantau pemilu. 

In principle, it depends on herself, her time and her financial capability. Because this is unpaid internship, everything is at her own expense. However, she trusts me and my organisation that has experience managing the election observation missions. 

Saya merekomendasikan dirinya dan juga teman-teman pemantau asing lainnya untuk berada 6-8 minggu di negara yang akan dipantau atau disebut dengan Long Term Observation. Sediakan waktu 1 minggu atau 10 hari setelah hari pemungutan suara untuk memantau suasana setelah pemungutan suara. 6-8 minggu sudah cukup untuk memahami konteks suatu negara khususnya kepemiluan.  


I myself recommend her and other foreign election observers to be in the foreign country 6-8 weeks (Long Term Observation). Spare 1 week or 10 days before election to see the atmosphere after election (post election observation). The time will be enough and good to understand the context of country regarding election. 

Saya sendiri menjadi LTO (Long Term Observer) di pemilu Parlemen Thailand Juni-Juli 2011 selama 40 hari. Sehingga saya mampu menulis "Analisis Perbandingan antara Pemilu Thailand dan Indonesia" yang juga ada di blog ini. Sebelumnya, saya menjadi STO (Short Term Observer) di Afghanistan 2009 (12 hari) dan Sri Lanka (10 hari) dan saya merasa itu waktu yang terlalu singkat sehingga jujur saja saya tidak memahami apa yang terjadi di negara tersebut. 

I myself was LTO (Long Term Observer) in Thailand Parliamentary Election 2011 for 40 days. So I could write an article on "Comparative Assessment between Indonesia and Thailand election". You can find this article that I divided into some parts in this blog. Previously I was STO in Afghanistan 2009 (12 days) and Sri Lanka 2010 (10 days) and it was not enough to understand what's going on in the country. 

Saya hanya merasa harus bergegas-gegas mengumpulkan informasi ini dan itu dengan mewawancara sejumlah pemangku kepentingan dalam pemilu di negara masing-masing. Tapi untuk paham, tidak, saya harus membaca dan belajar lagi mengenai negara-negara tersebut setelah misi berakhir untuk memahami proses dan konteks keseluruhan. Meskipun saya sudah membaca bahan bacaan yang panitia kirimkan dan saya juga mencari informasi di internet.

I was only in hurry to gather this and that information from interviewing some interlocutors, but to understand, no, I should learn and read much about the countries after the missions to understand the whole process and context, though I had read many reading materials they gave to me and my searching in internet before I went to those countries.  

ANFREL (Asian Network for Free and Fair Elections) menentukan penempatan STO selama 12 hari, sedangkan untuk LTO biasanya 35 - 50 hari kerja. Uni Eropa menentukan penempatan STO 12 hari dan LTO maksimal 49 hari. Jadi kurang lebih sama.

ANFREL (Asian Network for Free and Fair Elections) deploys STOs for 12 days, and LTOs usually 35 - 50 days. European Union deploys STOs 12 days and LTOs max. 49 days. So, it almost the same.

Lalu bagaimana dengan pemantau pemilu lokal atau nasional. Suka-suka kita lah, he he he. Kan di negara sendiri, sumbernya banyak  internet, baca koran, dengar radio, menonton TV, seminar konferensi pers dsb. Pemantau pemilu lokal atau nasional biasanya memantau seluruh siklus kepemiluan, mulai dari pra pemilu, pemilu atau pemungutan suara hingga pasca pemilu, begitu seterusnya dan seterusnya. KIPP memiliki cabang dan jaringan di 33 provinsi yang melaporkan  perkembangan pemilu di daerah masing-masing. Selain itu, organisasi pemantau pemilu lokal atau nasional seperti KIPP bekerja berdasarkan isu. Misalnya pada Oktober 2012 lalu KIPP mengeluarkan statement untuk menolak SIPOL (Sistem Informasi Partai Politik) yang digunakan oleh KPU. 

So, how the local and national election monitoring organisation like KIPP works? Because it is in our own country, we have so many sources, such as internet, newspaper, TV radio, seminar, press conference etc. Local and national observers observe and monitor all the electoral cycle, from pre-EDay, Election day, and post election. KIPP has 33 branches in 33 provinces and they report the progress in their respective provinces. Besides, KIPP works also according to certain issue. For example, last October 2012, KIPP produced a statement to deny the using of SIPOL (System for Registering Political Parties) by KPU to verify the political parties.  




International Observers in Indonesian elections 2014

Ketika mengikuti training Election Observation dan Electoral Assistance di Stadtschlaining, Austria November 2012 lalu, ada yang tertarik untuk mencari pengalaman untuk magang sebagai pekerja dan pemantau pemilu di Indonesia, khususnya di KIPP Indonesia. 

When I attended the training of Election Observation and Electoral Assistance in Stadtschlaining, Austria, November 2012, a colleague came to me and is interested to work or do internship in my organisation, KIPP Indonesia.

One voter was leaving after casting vote in one polling station in Jakarta Gubernatorial Election, 20 September 2012. Look at the pin he wore pin on the left chest! It was pin of no. 1 candidate (uncumbent), eventhough it was not prohibited, since the pin didn't mention the name and the number of candidate. Setelah dipertimbangkan, kami akhirnya menerima permintaan ini, karena selama ini toh kami sudah menerima sering mendapat tamu, baik peneliti asing, wartawan asing, pemantau asing dsb. Lagipula sebagai organisasi pemantau pemilu, KIPP Indonesia tidak bisa melepaskan diri dari pergaulan internasional.

We decide to accept this inquiry. We had previously some experience with foreign researchers, journalists, election observers, etc. On the other hand, KIPP Indonesia is part of international community, especially in election field. 

Saat ini, KIPP Indonesia sedang terus memantau perkembangan persiapan pemilu 2014 di Indonesia, selain mempersiapkan diri untuk menerima kunjungan pemantau asing, baik dari ANFREL, EU dan juga dari negara-negara lain. Beberapa dari mereka sudah mengunjungi kantor kami dan juga bekerja sama dengan cabang-cabang kami di daerah. Saya sendiri menangani mereka pada tahun 1999, ketika saya masih di KIPP Jakarta Barat, dan 2009 di kantor KIPP Nasional. 

Nowadays, KIPP observe the preparation of Election Day and is preparing the coming of foreign observers in our country as well, include ANFREL's observers, perhaps EU's observers and other foreign observers. Most foreign observers visited our office and some worked together with our branches in provinces. I handled this matter in 1999, when I was in KIPP branch West Jakarta and 2009 in KIPP Indonesia (national level). 


Kepada para pemantau pemilu asing yang bermaksud memantau pemilu di Indonesia, saya hanya mengingatkan, bahwa Indonesia akan menyelenggarakan 2 pemilu besar sekaligus di tahun 2014. Pemilu tersebut adalah pemilu legislatif atau pemilu parlemen 9 April 2014 dan pemilu presiden 9 Juli 2014. Jadi dari sekarang, mereka bisa merencanakan waktu agar bisa sekaligus memantau dua pemilu dalam satu kunjungan ke Indonesia. 

I just want to remind foreign observers that Indonesian will have 2 elections in the same year, and it is interesting to observe these 2 elections: Parliamentary Election will be held in 9th April 2014, and Presidential Election will be held in 9th July 2014. It is good for them that at the same visit they can have 2 observation experience, so they can arrange the time from now on.

Pemantau asing harus menghubungi kedutaan Indonesia di negara masing-masing untuk mengetahui jenis visa yang dibutuhkan, karena mereka akan tinggal di Indonesia lebih dari satu bulan. Setahu saya ada sejumlah jenis visa untuk memasuki Indonesia: visa turis, visa sosial budaya, Visa Kedatangan, visa bekerja dan lain-lain. Penduduk dari sejumlah negara seperti negara Eropa, AS dan Jepang dapat memperoleh Visa on Arrival ketika tiba di bandara Soekarno-Hatta, tetapi visa ini untuk turis dan hanya berlaku 1 bulan saja. Penduduk negara-negara ASEAN, seperti Malaysia, Singapura, Thailand dan Philipina bisa memasuki Indonesia tanpa visa, tetapi hanya berlaku satu bulan saja. Dan jangan lupa sebelumnya menghubungi KPU (Komisi Pemilihan Umum)  untuk mendaftar sebagai pemantau pemilu internasional.

The foreign observers should contact Indonesian embassies in their own respective country to find out what type of visa they need, because they will be in Indonesia more than 1 month. There are some type of visa to enter Indonesia, so far I know. Tourist visa, Visa on Arrival, social culture visa, working visa etc.  Some countries such as Europeans, USA and Japan can obtain Visa on Arrival, but this is only for tourist and 1 month. People from ASEAN countries like Malaysia, Singapore, The Philippines and Thailand can come to Indonesia without visa and it endures 1 month. But, at first they should to register themselves as foreign observers in Indonesian Election Commission (KPU).

PRESS RELEASE: Gubernatorial Election of DKI Jakarta Second Round


PRESS RELEASE 
KOMITE INDEPENDEN PEMANTAU PEMILU
INDEPENDENT COMMITTEE FOR ELECTION MONITORING
(KIPP) JAKARTA

Prior to Gubernatorial Election of DKI Jakarta Second Round 

Less than in 48 hours, people of DKI Jakarta will decide who will be their upcoming leader for the next 5 year. There are many interesting things to study in order to improve democracy in Indonesia, especially in Jakarta.  

The political tension is recently getting higher and fiercely prior to second round voting day. It needs the maturity of all stakeholders in this situation: the commitment to win, as well to loose, not only among the candidates, but also to the winning teams and their supporters. The election shall conduct free and fair and in the conducive situation. If there is dispute on election results, it shall be determined through constitutional way in Constitutional Court (Mahkamah Konstitusi).        

Some concerns of KIPP Jakarta :

1. Prior to Voting Day:

The voters should have the invitation letters (Form C6-KWK.KPU) to cast vote maximum 1 day before voting day (19th September). On the First Round election, the letters arrived in the hand of voters just on voting day!

The voters were not confident to go to poll stations without invitation letters, even they asked themselves, whether they have rights to cast vote. Some voters didn’t go at all. 

Voters who didn’t get the invitation letter, they have the rights to vote, as long as their names are on the list of DPS  and DPT . Invitation letter is not the absolute requirement to cast vote. 

Money politics close to voting day can vary in some forms: cash, in kind, or promises of facilities. Due to that matter, KIPP Jakarta appeals people of DKI Jakarta NOT to receive the money and NOT to vote the candidate. Money politics is a flaw in democracy. Do not receive the money. Do not vote the candidate. We are against money Politics.  

2. On voting Day:

a. Frauds on voting day:
• Some people wearing certain symbols, attributes, marks gather 
  around the poll station. This can influence voters  
  psychologically. 
• Voters do not dip the finger on ink. 
• Voters take picture of his or her ballot paper.
• The poll officer says or counts falsely (double or multiple) for a certain candidate when counting 
• Intimidation to voters and observers. 
• The poll officers guide the voters to vote a certain candidate. 

b. The neutrality of KPUD  and Panwaslu  is a must. 
c. Lack of supervision of KPUD and Panwaslu during implementation on the field. 

3. Post Voting Day:
a. The change of result by EMB officers. 
b. The result dispute should be done through constitutional way, not through mass mobilization.

Invitation letter of mine

KIPP Jakarta will deploy 250 observer in 250 - 300 Poll stations. Most of observers are station observers and 20 mobile observers who will observe some allegedly fraud-sensitive poll stations.  

Due to the matters above, KIPP Jakarta:
1. Appeals to all eligible voters in DKI Jakarta to use their rights to vote on 20th September and to take a part to observe the cycle of this upcoming gubernatorial election: prior to voting day, on voting day and post voting day. 

2. Warns all officers of election management body both KPPS  as well PPL   and their superiors to be neutral. The unneutrality of election management body can damage the democracy system in Indonesia. 

3. Urges respective officers such as Satpol PP and election supervisory body to take off street banners and any materials related to campaign materials at least H-1 (one day before voting day).   

4. Highly appreciates KPU Provinsi DKI Jakarta that forbids the use of camera cell phone or any other documentation means in poll booths. It is to prevent people do money politics through picture of his or her vote on poll booth. 
However, this decision should be widespread disseminated among KPPS officers and correctly implemented. On the First Round many KPPS officers didn’t care about this and allowed people to take camera cell phone in poll booths. 

5. Appeals to two candidates and their winning teams NOT to conduct provocative activities on post election that can produce instability situation, if they find some allegedly disputes.  The electoral law arranges already the mechanism of dispute solution.

6. Reminds to survey institutions to be careful when they publish quick count results and its conclusion, in order NOT to create instability in the society. 

7. Asks all the society components to guard this gubernatorial election so that the election will be free, fair and peaceful and to respect the result.  

This press release is a moral responsibility of KIPP Jakarta as one element of civil society that concerns to the implementation of free, fair, direct, secret, peaceful and democratic gubernatorial election.

Menjelang Pelaksanaan Pemungutan Suara Pilgub DKI Jakarta Putaran II

Menjelang Pelaksanaan Pemungutan Suara Pilgub DKI Jakarta Putaran II

Kurang dari 48 jam lagi masyarakat DKI Jakarta akan menentukan siapa pemimpinnya untuk 5 tahun yang akan datang, banyak hal yang sudah dilalui, dan hal ini menjadi pembelajaran politik yang menarik untuk menjadi bahan kajian, guna perbaikan demokrasi di Indonesia pada umumnya dan DKI Jakarta khususnya.

Eskalasi politik yang makin meningkat menjelang pemungutan suara putaran kedua, membutuhkan kedewasaan semua pihak dalam menyikapinya, komitmen siap menang dan siap kalah, bukan hanya formalitas kandidat, namun hal tersebut harus ditransformasikan kepada masyarakat yang paling bawah, sehingga pelaksanaan pemilukada di Provinsi DKI Jakarta bisa berjalan dengan Jurdil dan Kondusif, jika terjadi perselisihan hasil dikemudian hari, hendaklah menempuh jalan yang konstitusional melalui Mahkamah Konstitusi sehingga agar ketenangan masyarakat tetap terjaga.

Ada beberapa hal yang menjadi perhatian KIPP Jakarta:
1.       Menjelang Pemungutan Suara:
a.       Distribusi undangan pemilih seharusnya sudah sampai kepada pemilih maksimal pada H-1 pemungutan suara. Pada putaran pertama masih terdapat undangan pemilih yang baru didistribusikan pada hari pelaksanaan pemungutan suara. Hal ini menjadi tanda tanya pemilih akan kah mereka berhak memilih atau tidak, bahkan ada pemilih yang tidak datang ke TPS dikarenakan merasa tidak berhak memilih dikarenakan tidak adanya undangan untuk memilih.
b.      Kepada pemilih yang belum mendapatkan undangan untuk melakukan pemilihan, selama mereka tahu dan yakin nama mereka pernah terdaftar di DPS atau DPT kami menghimbau agar tetap datang ke TPS untuk menggunakan hak pilihnya, karena undangan pemilih bukan  syarat yang harus dimiliki pemilih untuk menggunakan hak pilihnya.
c.       Politik uang menjelang pemungutan suara bisa bermunculan dengan berbagai macam modus, dari pembagian uang langsung sampai iming-iming kemudahan dan fasilitas, untuk hal ini kami menghimbau kepada pemilih DKI Jakarta agar tidak mengambil uangnya dan tidak memilih kandidat tersebut, karena perbuatan tersebut merupakan pidana pemilu dan sangat mencederai demokrasi. Jangan Ambil Uangnya, Jangan Pilih Orangnya. Tolak Politik Uang Sekarang Juga.
2.       Hari Pemungutan Suara:
a.       Modus-modus kecurangan pada pelaksanaan pemungutan suara:
-          KPPS mengarahkan pemilih.
-          Mempengaruhi pemilih dengan berkerumun di sekitar lokasi TPS dengan menggunakan simbol / atribut / ciri-ciri tertentu.
-          Tidak mencelupkan jari kedalam penanda (tinta).
-          Dokumentasi hasil pencoblosan suara.
-          Duplikasi perhitungan pada saat perhitungan suara.
-          Intimidasi terhadap pemilih dan pemantau.
b.      Netralitas Penyelenggara harus tetap terjaga baik itu KPUD maupun Panwalu.
c.       Kurangnya pengawasan dari panwaslu dan KPUD dilapangan.
3.       Pasca Pemungutan Suara:
a.       Pengubahan hasil suara oleh penyelenggara.
b.      Perselisihan hasil harus diselesaikan dengan cara-cara konstitusional bukan dengan cara mobilisasi opini maupun dukungan masyarakat.
Sebagai bentuk partisipasi masyarakat, kami dari KIPP Jakarta akan menurunkan 250 relawan pemantau kami di TPS yang akan memantau sekurang-kurangnya 250 sampai dengan 300 TPS dengan pola penempatan relawan tetap yang akan memantau proses pemungutan suara dari awal sampai akhir dan mengerahkan relawan bergerak (mobile) untuk memantau secara acak beberpa lokasi yang kami anggap rawan dan berpotensi terjadinya kecurangan.

Dengan memperhatikan hal tersebut diatas, kami:
1.       Menghimbau kepada seluruh pemilih di Provinsi DKI Jakarta agar menggunakan hak pilihnya pada 20 September yang akan datang dan turut serta melakukan pengawasan dan pemantauan terhadap seluruh proses tahapan pemilukada, baik menjelang pemungutan suara, pada hari pemungutan suara dan setelah pemungutan suara.
2.       Memperingatkan dengan keras kepada Penyelenggara baik kepada KPPS dan PPL sampai jajaran diatasnya untuk bersikap netral, karena ketidaknetralan penyelenggara, dapat merusak sistem demokrasi di Indonesia.
3.       Mendesak kepada pihak-pihak terkait, baik itu Satpol PP maupun petugas pengawas pemilu untuk segera menurunkan spanduk-spanduk dan alat peraga apapun, baik yang berupa ajakan, himbauan serta dukungan yang dapat mempengaruhi pemilih dalam menentukan pilihannya yang masih banyak terdapat dilingkungan masyarakat, paling lambat H-1 pemungutan suara.
4.       Mengapresiasi tindakan KPU Provinsi DKI Jakarta yang melakukan langkah-langkah antisipatif dengan pelarangan penggunaan HP Kamera maupun alat pendokumentasian hasil didalam bilik suara, guna meminimalisir potensi jual beli suara, namun hal ini harus benar-benar disosialisasikan kepada petugas dilapangan, karena pada putaran pertama masih ditemukan pemilih yang berusaha mendokumentasikan hasilnya dibilik suara tanpa ada peringatan atau teguran sama sekali dari petugas pemungutan suara.
5.       Meminta kepada kedua pasangan calon dan tim sukses pasangan calon, agar tidak melakukan aktivitas-aktivitas provokatif yang dapat menimbulkan keresahan dimasyarakat jika ditemukan perselisihan hasil dikemudian hari, karena mekanisme perselisihan hasil sudah diatur didalam Undang-undang.
6.       Mengingatkan kepada teman-teman di lembaga survey  untuk dengan teliti dan seksama dalam mengeluarkan hasil survey maupun hasil hitung cepat mereka kepada publik, sesaat setelah selesainya pemungutan suara, agar tidak terjadi hal-hal yang tidak diinginkan dimasyarakat.
7.       Mengajak seluruh komponen masyarakat untuk sama-sama mengawal  pemilukada agar bisa berjalan dengan aman, damai dan jujur, serta menghormati hasil siapapun pemenangnya.

Demikian pernyataan ini dibuat sebagai tanggung jawab moral KIPP Jakarta, sebagai salah satu unsur masyarakat sipil yang mempunyai kepedulian terhadap pelaksanaan Pilkada yang Langsung, Umum, Bebas, Rahasia, Jujur, Adil, Aman dan Demokratis.
